E-LIS Governance

1. Preamble

1.1. E-LIS is an open access archive for scientific or technical documents, published or unpublished, on Librarianship, Information Science and Technology, and related areas. E-LIS is an independent, international, non-governmental, not-for-profit endeavor.

1.2. The mission of E-LIS is to service library, information sciences and related computing by providing an open archive for professional documents.

1.3. The use of E-LIS is free for all.

2. Governance of E-LIS

2.1. The administrative board is responsible for overall policy, organizational development, and contents available in E-LIS. The administrative board uses the elis-administrators list. The members of the board are

The administrative board appoints and dismisses all officers named in this document. The administrative board can override any decision made by any of the officers of E-LIS in the course of their duties.

2.2. The chair of the administrative board (CoAB) appoints and removes members from the administrative board, provided that at least 2 in 3 of the existing members express agreement with the appointment or dismissal. The CoAB maintains this document. The administrative board can dismiss the CoAB, if it replace the chair with another person among its members, by majority vote. The CoAB is José Manuel Barrueco Cruz.

2.3. The coordinator of the editors (CoEd) appoints all country and regional editors. The CoEd keeps a document with names and responsibilities of all editors by countries, the editorial administrative document. The CoEd is Imma Subirats Coll.

2.4. The technical board is responsible for the services offered by E-LIS. The technical board uses the elis-technicians mailing list. The members of the technical board are

The chair of the technical board (CoTech) appoints and removes members from the technical board provided that at least 2 in 3 of the existing members express agreement with the appointment or dismissal. The technical board can dismiss the CoTB, if it can replace the dismissed CoTech with another person among its members, by majority vote. The CoTech is Zeno Tajoli.

2.5. The coordinator of the thematic approach (CoThem) appoints all thematic editors. The CoThem keeps a document with names and responsibilities of all thematic editors, the thematic administrative document. The CoThem is Thomas Krichel.

2.6. The chief executive (CE) is the person who is the first port of contact of the public with E-LIS. The CE also deals with everything else no-one else is willing (or able) to do. The CE is Imma Subirats Coll.

2.7. All post holders resign from their post at any moment.

2.8. Substantive changes of this document require the explicit agreement of 2 in 3 of the members of broads.
